OCTA Program Management with Hatch Mott McDonald

We are responsible for all transit related projects. Under this contract we are providing program/project and construction management to OCTA on all Orange County Metrolink projects and any projects with a Parking structure component that fall under OCTA jurisdiction. We are currently assigned on Tustin Metrolink station to develop a program for a parking structure and pedestrian bridge over head.


Riverside County Transportation Commission, Riverside, CA

Transtech Owen is pleased to announce our latest victory in parking structure Construction Management (CM) for Public Transportation projects for the
Riverside County Transportation Commission (RCTC).

The first project is a 6-story, 1,000 stall post-tensioned concrete parking structure for the North Corona Metrolink Station. The second is the first phase of the City of Perris, Multi-Modal project. Both projects pose the challenge of constrained site conditions and restrictive construction scheduling.

We are looking forward to a smooth and successful construction process on both sites, which will not interfere with the public transit system currently in place.


San Diego Airport, San Diego, CA

Owen just won a contract with San Diego International Airport to provide as-needed constructability review services. This half million dollar contract will provide services to the airport authority for their $300 million Capital Improvements Project Program. Owen is excited to be working with San Diego International Airport.


John Wayne Airport, Santa Ana, CA

Owen is teamed with Jacobs on the CM contract for John Wayne Airport Terminal Expansion. Owen will be conducting all constructabilty and plan reviews as well as assisting with Construction Administration for this project. The Project includes a new terminal building and parking structure.


LOS ANGELES COMMUNITY COLLEGE - Mission College

Owen was chosen to provide complete pre construction services for a variety of LACCD Schools.

Administrative Office of the Courts

Owen was selected by the Administrative Office of The Courts (AOC) to provide Plan Review services as-needed for Court Construction projects throughout California. The Administrative Office of the Courts has 5 major projects right now and over 200 projects scheduled over the next 5 years.


Department of General Services VA Skilled Nursing Centers New Construction
Los Angeles, CA

  • CONSTRUCTION COSTS: $ 160 million

Owen is providing architectural, engineering and design services for plan review for a new skilled nursing facility with a separate central utility building and site development including parking, landscaped plazas and courtyards, and a new access road with drop-off at the north side of the site. The Building will be home to 396 California State verterans who meet the care criteria for admittance. The facility will be designed and built in accordance with current OHPD requirements. Owen is responsible for reviewing:

  • Mechanical
  • Electrical drawings and specifications for compatibility, coordination, constructability

Owen is reporting such findings to the State and validating compliance with all applicable codes. The buildings include a single level 5,100 gross square foot utility building and a three and four story 365,000 square foot mailn structure located on the north side of the VA West Los Angeles campus. The work includes installation of the following areas:

Department of General Services VA Skilled Nursing Centers New Construction
Ventura, CA

  • SQUARE FEET: 40,000 sq ft
  • CONSTRUCTION COSTS: $ 14 million

Owen is under contract to the Department of General Services (DGS) to provide fire and life safety plan checking services for the new VA Hospital facility in Ventura.

Owen is reviewing plans and specifications for compliance with all applicable codes, including Title 19, and National Fire Protection Standard code regulations, ADA and Title 24. Emphasis is made on the Office of Statewide Health Planning Development requirements. Owen provides a letter attesting to the compliance of 100% construction documents with the OSHPD code criteria and other applicable codes and regulations.

The facility will house 60 beds (40,000 gsf each) of RCFE and a 50 person Adult Day Heathcare Center. The RCFE beds have been converted to SNF beds.


Central LA Learning Center#1 (Ambassador) Los Angeles, CA

Owen is providing structural review for this major new construction project for LAUSD through DSA. The project consists of a total of eight separate major buildings (or so called Zones). These include Zones-A (Coconut Grove) for Multipurpose/ Education, as one building. Zones-B/C/D/F&J providing mixed occupancies including Administration, Classroom, Multipurpose, Education, Library, Loading area, as one large building. Zones-E1&E2 as Gymnasium (two separate buildings). Zones-G/H housing Administration , as one separate building. Zone-K as Administration and Zone L as Gymnasium (two separate building). Two other separate buildings include Zone-M or Service Area and finally Zone-N or Site Elevator. Zones A thru L are listed as Building-A, providing a total of 462,000 square feet of useable area. Total estimated construction cost of the project is 160 million dollars.

In addition to the above, a two story Soil-Nail retaining wall is running thru separation lines between Zones G/H and F/J and B/A. Foundation system includes a combination of separate spread and deep footing. The exterior walls are generally metal studs curtain walls/stucco.


Los Angeles Unified School District Central Region Elementary School #19
Los Angeles, CA

Owen is providing As-Needed Plan Review services for LAUSD’s Design Management
Department as part of their new Bond School Facility.

The District intends to acquire land and build a new elementary school and new early education center to replace the existing Hammel ES and EEC. The existing Hammel ES and EEC has been designated as part of the preferred site for East LA HS #2. School facilities will include classrooms, a library, multi-purpose room, food service and lunch shelter, administration, playfields, and underground parking.

Owen has been contracted by the Los Angeles School District (LAUSD) on an As-Needed constructability plan review check. These reviews identify items that may require clarifications, corrections, or additions, prior to bidding and construction, resulting in reduced time delays, potential liability, and coordination issues.

Included is the Plan Review of all documents at the end of each identified phase for LAUSD’s phase II schools. Owen’s Peer Review work includes: Fire & Life Safety Review to insure conformance with Title 19, National Fire Protection standards and code regulations. Included is fire alarm system design, smoke control, fire extinguishing systems and computer data centers. Each review is prepared in tabular form and is organized by discipline to correspond with the A/E scope of work illustrated in the documents.

All review comments are backchecked at the commencement of each new phase to confirm the incorporation of all applicable comments into the new phase set of documents. Prior to issuing Bid Documents, the final set of documents is back-checked to confirm the incorporation of all comments. The total number of potential errors and omissions in documents are reduced through these efforts.


Los Angeles Unified School District East Valley High School #1B North Hollywood, CA

  • CONSTRUCTION COSTS: $ 35 million

Owen was contracted by the Los Angeles Unified School District (LAUSD) for as-needed constructability plan review check. This new high school addition of approximately 40,000 square feet, holding 513 students, with 19 classrooms will be constructed at the northwest corner of the existing East Valley High School #1B in the City of North Hollywood. The existing site has approximately 12.4 gross acres for use at the high school. Staff parking is planned per LAUSD’s criteria of 2.5 spaces per classroom staff. The proposed site is currently occupied by two school buildings and is bounded by Case Avenue and Vineland Avenue. The addition project consists of:

  • A new small learning community
  • Underground parking (197 spaces)
  • Satellite food service
  • Practive gym with lockers, showers and toilet rooms
  • Athletic field
  • Swimming pool
